National Action Plans on Business and Human Rigths: A Comparative Analysis of Corporate Accountability

The report provides an analysis of the design and implementation in six countries that have published at least one National Action Plan. It also gathers, through a thorough document search and interviews with international experts, a particular focus on three groups of affected people: human rights defenders, women and indigenous peoples.

In an innovative way, the document incorporates the voices of civil society and of those who participated in these processes to propose recommendations to the Mexican State, and other States, that compile the challenges for the development of the Plans, such as the need for practices that allow the effective monitoring and implementation of policies, the determination of measurable scopes and clear goals, disaggregated statistics – specifying groups in situations of vulnerability such as indigenous peoples, women human rights defenders or women-, the allocation of budgetary resources, the urgent need for organizational charts for the distribution of responsibilities among each of the actors in each action of the plan, the opening of spaces for social participation, the urgent need for training in business and human rights, the follow-up of legal channels through extraterritorial obligations and consular assistance, among others.
